Abstract

The “governance” is presented as a model of horizontal management based on the co-responsibility between the government and the private and social organizations. In the present work I propose to unmask the above mentioned concept across a historical-conceptual analysis (I) and normative (II). Thirdly, like example, I will study it “governance and
health” (III). My general hypothesis is the following one: under the global speech of the governance he hides the appellant attacks to the Welfare State, promoting a model of efficiency that reduces the power of the distributive State to minimal State, generating major inequality for asymmetries of power
