During it’s rst two years the government of Jose Ballivián (1841- 1847) passes a huge legislation regarding the Public Instruction, the reform of armed forces, the occupation of national territory and the reform of the public administration of the country Following this legislation foundations establishe the construction progress of the Bolivian national state led by the control of na- tional territory, rationalization of the public administration, promotion of educa- tion and a partial reduction of armed forces
