Abstract

The article is about the struggle of the popular movements to assert the right to the city; details this processes in Brasil and the articulations in the international organisms; compares aspects of the workers struggle and the struglle for housing rigths; presents the UN Conference of 1996 - HABITAT II - where the right to the city was recognized as a human right and the international agenda in the world social forum. The Mundial Letter for the Right to the City is an utopia to democratize the space's production and the City Statute of 2001 has as one of its principles to promote the social function of property and of the city that, although it does not eliminate conflicts, it is an instrument to decrease the shortage oh habitations, with urban planning and dialogue with the social movements.
