Abstract

This essay intends to point some alternatives to the forms of conducing territorial planning and management. Many times critical diagnostics and intervention proposals are made, which rather contribute to exacerbate problems than to solving them. This usually happens on planning practice when interventions are taken on without searching where should lay the problem roots, in other words: the strategic issue, as it will be shown in the case of coastal and territorial management proposals aiming the Coast of the Coconut, in Bahia's north coast. Although these plans take in account social and environmental concerns, counting on the target population participation, they usually start from preconceived perspectives. Thus these plans rather consider territorial zoning for urban occupation than arguing which kind of urbanization must be emphasized. Therefore it left aside strategic issues concerning infrastructures implantation, environment management as well as an effective participation of the population.
