Abstract

With the concept of societal community, Parsons foresees the difficulties of establishing a USA in the European continent. The rural and urban areas of North America were developed during the 16th century as shared territories between people and groups of different origin. This diversity forced them to find their norms in a superior level of abstraction that united their particular identities. The attempt to achieve a citizenry and European constitution that overcome the borders of the nation-states lead scientists to intensify this analysis. Habermas tried, but he did not understand the concept of societal community and he ended up replacing it by the concept of patriotism of the constitution, which he finally abandoned. To the difficulty of consolidating and broadening the European Economic and Monetary Union, it has to be added the raising of new racism and the vote of the extreme right, the one that defends the exclusory organisation of the territory and promotes the closing of the borders to the immigration.
