Abstract

During the last decade, Medellín has gone from being the most insecure to the most innovative city in the World. This metamorphosis is attributed to the implementation of a series of urban policies and initiatives aimed to ´normalisation´ and control of the city by paying the social debt accumulated with the poorest, excluded and punished by insecurity and violence urban sectors. According to this, the paper examines the contexts of political opportunity that lead to such initiatives; narratives that sustain them and their practices and material effects.
