Political forums, exercise of power and territorial arrangements: contexts for the formulation of regional development policies in Brazil

Abstract

This work presents a research on different contemporary forms of exercising power through territorial arrangements and political forums that seeks to provide elements for a better understanding of the similarities and differences between the three experiments to formulate "regional policies" at different scales that are direct object of the discussion presented here: (i) a recent attempt to formulate a regional policy (national) by the Federal Government; (ii) the experiences of creating development councils in state in Brazil from a social base that only institutionalizes a posteriori and (iii) the establishment of public consortia beyond the local sphere that give rise to them.
