Abstract

What are the relationships between urban planning and the concept of territory? How the struggle for the territory control of the housing appears in the elaboration process of the Directive Participatory Plan for Fortaleza city? In the bottom of these notes is the acceleration urban expansion, the crisis and consequent loss of legitimacy of the technocratic planning of matrix modernist / functionalist, as well as the emergence of new planning methodologies of participatory bias. This “new paradigm” of public funds allocation arises in Brazil since the 1990 decade. Initially it was debated housing plan, coupled with the concept of territory. The second part of the article was considered the Directive Participatory Plan itself. Interviews were conducted with the staff present in the process and lecture of the major local newspaper about the subject during the period. In the third and last part, it was made a balance of the contradictions found in the Directive Participatory Plan of Fortaleza city.
