The lack of Institutional cooperation between different territorial scales: The case study of Zaragoza Metropolitan Area.

Abstract

The requirement to coordinate civil services adds complexity to the planning of metropolitan areas. In the case of Zaragoza an administrative steep is added, the commercial one, when the potential region of Zaragoza, delimited by law, plays its role with the functional area, much more extensive and where the last International Exposition (2008) and the infrastructural projects completion have lead over the last decade a doubling of urban land. To arrange this process, Civil Service has developed since 1994 two Partial Planning Guidelines of Territorial Arrangement, which have no been possible be approved, among other reasons, by the different way to understand their organization. The possible methods to organize this space, considering political-institutional criteria, show in Zaragoza and other Spanish areas, a positive balance to consortiums. In fact it is the unique organization method that has been created here to manage metropolitan public transport.
