Abstract

The intensity of contemporary urban growth processes leads to complex local structures. In these structures, the relations between the central city and suburbs give place to dynamics and behaviours characterized by metropolitan logic, as well in big as medium cities. In both cases is possible to find the problem of the functional articulation of an institutionally fragmented system: This system, based on a local autonomy principle, tends to the disintegration and conflict. However, according to the qualitative guidelines towards that as a result of social demands and in accordance with the objectives of development, sustainability and social inclusion, there is the need to strengthen the mechanism to supralocal cooperation. These are tailored to the characteristics of each metropolitan area and the existing, only possible from the perspective of a solid metropolitan territorial culture,
