Participatory Territorial Planning: the Pará State experience, Brazil.

Abstract

Facing the widespread knowledge that Brazilian State public administrations are incapable of implementing strategic, articulated and socially agreed public policies, in 2007 the Pará State Government has launched a comprehensive planning process with two main goals: ensuring public participation in policy making; and public monitoring of government’s works and services (social control). This pilot process, unique in this Brazilian State, was named Participatory Territorial Planning (PTP) and could count in its early stages with the participation of more than 80 thousand people, providing the basis for the implementation of government planning on a geographical basis as well as contributing to the decentralization process of public policies.
