Abstract

The housing problema, particulary the one of the Irregular settlements of de Rosario city which concentrates more than 10% of total population, is a multidimensional problem that includes insecure tenure, irregular urbanization, low quality construction, absence or poor provision of public service, and more. This situation, with market imbalances and the marginalization of the so called “villas miserias”, is not only a problem of land regularization, because of the situation over employment, sanitary conditions and education of the people who lives in irregular housing. Therefore, successful regularization policies must address all the dimensions of these “urban enclaves”, in order to achieve its integration to local community.
