Abstract

Crisis situation is devastating Spanish Welfare State and placing certain population groups in a vulnerability and extreme defenselessness situation, as the case of people in a dependent situation (elder and disabled people), in spite of counting on an innovative legal framework with implementation in all national territory that pretended to correct regional inequalities and different protection levels. In this paper, we analyze the process of the concealed dissolution of a protection system in a demographic framework of a maximum difficulty due to the tendency towards aging in developed countries. We carried out different proposals with the aim that the new agenda of social policy budget cuts do not imply a backward movement in civic rights and the privatization of welfare public services, women relapsing again the responsibility of being the nurturers in the shadow of the welfare state.
