Access to the resources and population distribution in dry lands of Argentina: the case of Mendoza. Contributions towards territorial equity

Abstract

From the objectives of the territorial equity, the dry lands show a perverse pattern of population distribution with relation to the offer of resources. The present work analyzes this problematic in two studies of case of Mendoza (in the central-west of Argentina), representatives of the common phenomena among other dry lands of Argentina. This way, the analysis of the resulting dichotomies between mountain range and plain areas and oasis and non-irrigated areas show a logic hegemonic of spaces and the instrumental use of resources according to development models that, at the time they give prevalence to some spaces, they are served for the resources of another supporting on the reaffirmation of social subordinate conditions. The marginal spaces are condemned to perpetuate their condition of inequality and to have a non sustainable use of the few available resources to ensure minimal levels of subsistence.
