Thoughts and proposals about the electoral system at Catalonia: councils of comarca, provincial diputacions, Parliament and representation to Cortes

Abstract

The different electoral systems in use at Catalonia (to the Parliament and to the two local entities that have a role of assisting municipalities) are presented. Attention is payed to geographical aspects such as redistricting and the territorial distribution of power. It defends the increase of the number of comarques and provinces (vegueries), according to the suggests made by an independent commission (Roca Report). It advice that mayors should be members of the council of comarca; in the same way, presidents of comarca should be in the Diputació. It is also defended a part of direct election to the councils of comarca and provincial diputacions. A new electoral law to the Catalan parliament is exposed. This is made with pragmatic aims: it is an adaptation to the increase from four to seven electoral districts. Finally, the electoral system to the Spanish parliament would consider two new provinces in Catalonia
