Abstract

The world of information and communications is rapidly changing. It is changing in terms of better accessibility, velocity and extension. We witness a historical turnabout which will bring about far-reaching effects on humanity. Hence, it is extremely import to know the spatial distribution of the new information and communications technology as a weapon to test and diagnose the future development of each area. This technology is the hallmark of this new age. It defines and gives impulse to it. In this sense, the progress of each country depends, largely, on the investments they make for social infrastructures, communications and computer science. In order to know how the social map of Argentina, the analysts consider socio-economic factors to determine the technological capacity available on each province, so as to consider the possibilities each province has to benefit from this revolution on information for its own development.
