Abstract

The objective of this work is to point out the main concepts and the methodological procedures that guided the formation of the Housing Policy for Natal-RN/Brazil, considering the basic principle of the housing right as a human right. Then, it presents a reflection on the Habitation Politics of Social Interest in Natal-RN/Brazil from the situation of the poor populations housing of the city; it recovers the trajectory of the Plans, Programs and Projects developed for Natal City, between 1993 and 2004, in the housing sector; it analyzes the adoption of adequate concepts to the new paradigms of developed planning in the country in the 80’s, emphasizing the principles of the property social function, the city and the democratic management.
