Social house legislation in the 20th century Uruguay

Abstract

The study of the legislation on house in Uruguay allows to affirm that the same one has stimulated the private property strongly. Or, through constructions made by the own state that soon granted in property to the inhabitants of the same one, like with legislative actions that stimulated to the deprived sector to construct houses that were sold through hypothecating loans. With respect to the legislative actions in relation to the "popular house" the laws of greater impact were Law 9,723 of the 19 of November of 1937 that had like object the creation of the National Institute of Economic Houses, the Law of the 9 of October of 1944 for the eradication of "rancheríos", the Law 13,640 of 1967 that creates resources for the Movement for the Eradication of the Rural Unhealthy House and the Law of House sanctioned in December of 1968. Next to these legislations of national reach there is an important number of legislative resolutions at local level that demonstrate the preoccupation of technicians and politicians by the habitats conditions of the popular sectors. As a conclusion we will reflect on the incidence of the legislation on popular house in the territory.
