Effects of an instrument of planning in the periurban of Santiago. Case of study: Til Til

Abstract

Though the Statutory Order N º 3.516 dates back of 1980, only it begins to be applied in Tiltil's commune, in 1994, year in which there appears the Regulatory Metropolitan Plan of Santiago, Instrument of Territorial Classification that fixes the urban limit. In 1998, Chacabuco's province joins to this one, the predial subdivisions being prohibited in his territory under this law. The Statutory Order N º 3.516/80 has generated consequences not foreseen as for use of the soil. It gave origin to the " plots of pleasure " and it is usable in the rural spaces that are out of the scope of the Instruments of Territorial Classification, which regulate only the urban spaces. This research shows the spatial impact that the Statutory order N º 3.516/80 had in Tiltil's commune, delivery proved from the consolidation of the affected lands, checks the surface of soils reduced to the agricultural activity and delivers the first approximation in the process identification of long-term speculation on the market of the land across the mentioned Law, since this one happens to be constituted in the element by means of which changes take place in the periphery of the space regulated by the Regulatory Metropolitan Plan of Santiago.
