Housing and territory. the role of the state in urban territorial organization

Abstract

The province of La Pampa is not aside from de growing impoverishment process of the population, affecting rising percentages of inhabitants of both Argentina and Latin America. The housing shortage is one of the consequences that best shows this situation, as it implies other kinds of lacks which define the state of poverty and indigence. The solution to this complex problem is being attempted in the studied territory. To achieve this, a series of elements –both social and urbanistic- are classified and articulated. Despite the various answers provided from different fields, these are just palliative measures that prove the need for structural policies beyond the housing issue, in order to reach an improved life standard of the inhabitants.
