Política turística y planificación: ¿de las estrategias centralizadas a las estrategias participativas?

Resumo

New ideas about planning have been recently generalized. Most of them include participation and dialogue among their basic premises. According to this, the article aims to analyze tourism planning in Argentina and its concrete possibilities to become a new model that can overcome the difficulties of traditional centralized planning. This analysis focuses mainly on the role of participation in these new strategies. In order to do that, some tourism planning experiences are being examined showing how they are taking place both at different institutional levels and geographical scales and places in the country. Results show that these new models based on participation actually allowed different actors to express their opinions. However, these strategies keep some of the main features of traditional planning, especially the dominant role of experts over the design and implementation of the tourism plans, and the difficulties of leading processes to generate the intended transformation.
