Santiago Centro: ¿Puede convivir un espacio residencial central con el locus de especulación inmobiliaria?

Resumo

In the central zone of Santiago, the Santiago commune, a re-population plan was carried out since the nineties. Rather than recuperating its residential role, downtown Santiago was transformed into a space of real state speculation. Thus, the CBD forgot its historical, patrimonial and social legacy as an emblematic neighborhood. This paper explains the causes of the socio-territorial change in downtown since the nineties, stressing the effects of non-dialogue between national government, local government, real state capital and dwellers of central neighborhoods. The first part of the paper examines causes and features of the Plan; the second, characterizes the evolution of real state supply and the third proposes some initial responses to the question that guides the presentation.
