Information and Communication Technologies encompass technological developments consisting of the combination of processes, tools and networks. They are widely regarded by major international institutions and specialists as the backbone of the economy, society and people's daily lives in today's world. However, the actual diffusion and use of these technologies has led to the emergence of significant gaps, be they socio-economic, geographical or gender-based. The international debate today focuses on ways to promote the productive and inclusive use of ICTs as a general-purpose technology.
