Digital inclusion, three key concepts: connectivity, accessibility, communicability

Resumo

Information and communication technologies (ICT) change and intensify interpersonal and institutional relations. Opportunities for social inclusion of billions of people increasingly depend on ICT, in the information society, as government programs are based on ownership of information technology and communication in areas ranging from environmental protection to insertion in the labor market. This article proposes three conceptual categories for the analysis of digital inclusion projects: connectivity, accessibility and communicability. To validate and push forward this debate, we analyze the Action Plan of the World Summit on the Information Society.
