The Social Welfare in Biscay: origin and development of the first social insurances, 1900-1936

The firs national insurances appeared in Spain during the first decades of the XX century, following the pattern of other European countries. At the beginning, they appeared as voluntary insurances under the management of subsidized freedom, later with the appearance of retirement pension, they became compulsory insurances. They had a complete implementation in the case of class claims from workers seeking to improve their living conditions. The local institutions, mainly the County Council and the Biscayan Savings Bank, and to a certain degree also the employers collaborated with the State to distribute the benefits of the new social policy.Downloads
