Social equity in mobility: reflection around the cases of Barcelona and Lima

Abstract

In the same way that the transport policies in Europe, based on the use of the car where the public transport plays a secondary role, have led to the exclusion of socially disadvantaged groups, the transport policies in Latin America, based on also the car use and, especially, in the formalization, regulation and the economical efficiency of the public transport, can aggravate the already serious problems of poverty and exclusion that exist in this continent. The analysis of Barcelona (Spain) and Lima (Peru) cases allows us to make a forecast of possible social impacts that may occur in the Latin American cities if planners implement the European transportation policies.
