Abstract

Since 1995 the Brazilian government has been promoting policies that stimulate permanent professional education of the Brazilian workers as a way to fight unemployment in the country, to raise the sources and the level of income and to promote the citizenship. The Politic objective of promotion of citizenship is a theoretical challenge to re-think the definition of citizenship if you take into consideration the deterioration of the working conditions and shift of more and more workers to the informal marketplace. The question is to redefine the social contract - the "productive citizen" is shifting between exclusion and inclusion in the society, which is a key-element in the capitalist system of production - marked by the doubt of its capacity to guarantee us the possibility to "live together".
