The professional qualification policy: a question for discussion

Abstract

The professional qualification policy in Brazil that was implemented by the Federal Government in the 1990's has a new approach for professional qualification. It has been done through the National Plan for Professional Education - PLANFOR. Two aspects are important: the institutional structure and the new model of implementation that creates a three way comission in the country's level to "fulfill the worker's expectations". On one side the participataive democratic approach raises some questions; on the other side, the reation of a "new institutionalization" is contradictory and can have harmful results to the quality of the worker's qualification since the destroying of the existing structure brings abaute the abandonment of the material and intellectual patrimony in the last decades.
