Abstract

Chief among the factors that motivated the industrial and economic development of the Basque Country was the policy of international agreements pursued by local business groups. Thanks to this, they obtained technical knowledge, machinery, skilled labour, state guarantee of public contracts, financing and the opening of foreign markets. The successful evolution of these international agreements, whose origins lay in a old merchant tradition, gave the city of Bilbao and its province, Vizcaya, a competitive advantage over other Spanish cities and regions.
