Abstract

The irrigation projects involve a huge number of hectares and in some cases several municipalities in one or more counties.

The area included in the project receive de benefits of de water works: the water that will run the canal, tracks, reservoirs, pools, dams…The  expenses are the costs of obtaining the land where the infrastructure will be built, management fees, running costs of main and secondary channels and pipes, reparation of roads, and actions to prevent environmental damage.

The recent history of the Segarra-Garrigues irrigation project has been surrounded by social and administrative disputes.

We propose a solution to these conflicts, by means of reparcel country estates. That is to enable both the equal distribution of the land which will be irrigated as ell as the equal distribution of the land which will be public or under a system of environmental regulation.
