The arrival of Negrín to the Headquarters of the republican government meant a new vision of how to face the contest by subordinating republican state politics to that end. From this perspective, this enquiry tries to analyze the coherence of his decisions to understand the outcomes. Negrín, like other republican politicians such as Azaña himself considered that the Spanish war was decisive in either contexts: international forums and battlefield scenarios. Thus, the doctor introduced a new item of combat against the enemy: time. As he was convinced that the international situation would lead to a large-scale conflict in Europe, he turned politics into imperative tool since he was also aware of the abysmal superiority of the enemy and the impossibility of a Republican military victory. According to Negrín, the conflagration that would engulf Europe into a total war would force the western democracies to support the Second Spanish Republic. To achieve this aim the republican leader performed all kinds of governmental maneuvers.
