The Percent for Art in Emilia-Romagna. From the Territory to the Country

Abstract

The cogency and relevance of the latest developments of the law of 29 July 1949 No. 717, its potential impact in urban life and the emotional quality of the people, led to the Artistic, Cultural and Natural HeritagebInstitute (IBC) of the Emilia Romagna Region to initiate the registration of the works created by the law of 2% in the area through extensive investigation that led to the results disclosed in the book the percent for art in Emilia-Romagna, published by Composers in 2009. the census, carried out on the documents of numerous institutional archives of the region, led to the discovery of poor and karst application of the law, however, has highlighted an artistic heritage that visually marks the territory and that most of the time it was made without contextualization with the reference architecture and with a percentage that tells, with qualitative discontinuity, the history of the last sixty years, with highlights either local or national origin. As it is in its institutional tasks, the IBC wanted to proceed to the exploitation of this artistic heritage with the book and a day of international studies, a database and a traveling exhibition, all accessible on our site

The IBC has set up a group of institutional inter studio who worked on the assumption of a regional adaptation of the law - which competitor authority has roots in Art. 118 of the 3/2001 national law - for the purpose of delivering to the Board of the Emilia-Romagna Region an innovative document, which draws inspiration, with originality, the European experience of France and Germany. The document which emerged from the inter institutional study group set up by IBC, which saw the working table the experts, is the Regional Law Draft for art in public works in Emilia-Romagna. The Emilia-Romagna Region has not legislated on then but has affected the state law, which implemented the gradual indications that the financial commitment of our article 4 of the draft placed in the DL 24/01/2012, n. 1. This will hopefully result in amore usual application of the law, avoiding reversals of proportion to the art of other objectives.
